This proposal seeks $100,000 USDC in funding from the Polkadot Treasury to maintain and expand Polkadot’s representation within the Texas Blockchain Council (TBC), an influential public policy organization working directly with lawmakers to shape blockchain regulation at the state and national levels. Over the past year, Polkadot’s presence in TBC has resulted in strategic policy engagement, legislative influence, and expanded business development opportunities across the U.S. ecosystem. Building on this momentum, I, Judge Lucich, propose to continue and grow this work by formally representing Polkadot in TBC initiatives for the next year.

The requested $100,000 USDC will cover:

$50,000 for annual TBC Executive Membership
$50,000 for full-time representation and advocacy work
Drawing on my background in business development at Parity Technologies, ecosystem expansion, public advocacy, and community leadership, I am well-positioned to advance Polkadot’s strategic interests, foster new partnerships, and amplify our network’s voice in legislative conversations. With a leaner funding request than the original proposal, this initiative focuses on deepening legislative engagement, unlocking real-world pilot opportunities, and broadening Polkadot’s visibility across multiple U.S. states.
