Even if the costs over 4 years do not look so bad ( ≈289.18K\4= 72.3K DOT), I would suggest starting with a 1-year duration in order to understand the impact on the DOT ecosystem. Otherwise, it will be hard or maybe even impossible to get a clear result of the impact of this proposal after 4 years.
